That sounds like a level of possession law I wouldn't have a clue about.
Although if it's being used for something ... [ what exactly do you call the aquistion of a body to sustain the greatest power in Gehenna? other than "a headache" and "bad"? ] ... less than ideal, then yeah, go with stole.

Did taking that research off the radar make it easier for it to continue without anyone intervening if it got out of hand? I'm no expert, but the idea of shoving the greatest power of anything into a physical form sounds like a nightmare.
...But you have things a little backward. Lucifer has gone through a number of bodies already; the problem is that his power causes them to deteriorate rapidly, and within a few years, he finds himself debilitated and in excruciating pain. That's what drove him mad and made him into the threat he is now.
