Did taking that research off the radar make it easier for it to continue without anyone intervening if it got out of hand? I'm no expert, but the idea of shoving the greatest power of anything into a physical form sounds like a nightmare.

Lucifer has gone through a number of bodies already; the problem is that his power causes them to deteriorate rapidly, and within a few years, he finds himself debilitated and in excruciating pain. That's what drove him mad and made him into the threat he is now.
It's because of his personal situation that Lucifer resents the human world as much as he does. And he's convinced himself that because he so intimately understands the suffering and unfairness in the world, he's justified in obliterating everything to put an end to it.
About one hundred years ago, he was ready to do it. I suggested the idea behind Section 13 to him as a possible solution in order to convince him to wait.
