I don't know. As you pointed out, not just anyone could have done it. So I wouldn't rule it out yet.

In each of those last two cases, it seems that a pair was unwillingly chosen because there was no one with an intent to kill. If we had two completely separate murders in this case, then it stands to reason that they should have both been planned. Otherwise there would have been no need for another pair to awaken.
...But that's assuming there really is any consistent logic to any of this.
